Politicians overseeing the NFIP should submit legislation that restricts issuance of National Flood Insurance policies to homes that currently exist in high risk flood plains in the US, undamaged, or modestly damaged by Sandy.

New construction, and remodeling of existing homes other than repair of current damages, would be forced outside high flood risk areas, reducing overall NFIP premium levels over time as older homes are abandoned, and newly constructed homes are less risky. This is only one solution to this recurring, increasing problem.

Unfortunately, our Congress is only capable of kicking the can down the road. It is incapable of open-minded thinking to solve the underlying problem. Many are Global Warming believers, yet ignore its alleged impact on coastal or flood plain housing.
