    Jay: The fines become additional revenue for politicians to spend. (Remember “Never let a crisis go to waste”?) Taxpayers certainly won’t see any return from those fines, so they effectively become a hidden tax – more directly on those who had to pay the inflated prices on their fuel.

    Joh Qu: You’re right-not much to do with the insurance industry. Perhaps it’s just a filler story.
