The Missouri Department of Insurance has announced the following changes to its division and section managers:
Fred Heese was named director of the Division of Insurance Company Regulation. Heese has served as acting director of this division since May 2007. He also assumes leadership responsibility for the department’s Kansas City regional office. A CPA, MBA and CFE (certified financial examiner), Heese joined the Department of Insurance in 1984.
Jim Mealer was appointed chief examiner, Market Conduct Section. A 19-year veteran of the Department of Insurance, Mealer has the professional designations of CIE (certified insurance examiner) and MCM (market conduct management). For the past nine years, Mealer has served as audit manager, overseeing all market conduct examinations for life and health insurance companies. He also assumes leadership responsibility for the department’s St. Louis regional office.
Brenda Otto was promoted to manager, Licensing Section. Otto has served in licensing for the department since 1984. Her section licenses more than 130,000 insurance agencies and agents, bail bond agents and public adjusters.
