Louisiana House members are set to debate a proposed ban on the use of hand-held cell phones by motorists.

Rep. Austin Badon, a New Orleans Democrat, is sponsor of the bill that would make it illegal to talk on a hand-held phone while driving. The measure would have no effect on the use of handsfree devices.

The Senate killed a similar bill last year.
