    A fertilizer chemical plant in a state with no state fire code and gives the operators more power than the inspectors.

    What could possibly go wrong?

    We live in a State where Businesses run the State at the expense of the taxpayer. You can bet your A** that the jobs were low paying as well.

    Require a minimum of $500 million liability coverage for all enterprises involved with manufacturing, transportation, sales and use of amonium nitrate.
    May not solve all problems, but insurers would probably mandate some safety improvements with the risk.
