The rating formula for NCCI sucks, plain and simple. Out of all my experience rated accounts renewing 7-1 or later, all the mods went up, even on loss free accounts the past 4 years. One account had a couple of losses and his mod went up 30 points even though there is supposed to be a cap on how much it can be.
