If the Wind Pool is to be a government handout, which is what the people along the coast want, then all taxpayers get \”assessed\”. If it is to truly be an insurance product, then the increase due to experience is appropriate. Experiments in between, such as Florida\’s, aren\’t the answer.
Mississippians will need to decide if they want a handout, or insurance. I\’m betting that there are more voters who want it to be actuarially sound insurance than a hand-out.

Depends on where the voter resides. I suspect the voters of six counties prefer the handout.
