    It seems that I cannot pick up a trade publication anymore without some state officials bragging about what they have learned from Katrina, Hugo, or Sandy or some other CAT. Last month it was Miss. now SC. Those two states have the most regulatory obstacles for an insurance carrier to deploy emergency adjuster resources to a CAT loss. I do not see that they have learned anything which will eventually become obvious when it is too late.
