    Of course it’s all about the money. A simple fix for this as I would also be upset if someone was right in my face everytime I went somewhere. Require a 10 or 20 foot distance from taking pictures of a celebrity unless they give you permission to come closer. This way the body guard would have had to walk away from Bieber to get to the photographer, thus leaving Bieber exposed which isn’t what he hired the body guard for.

      Let’s say they enact your hypothetical “simple fix” suggestion – how would “celebrity” be defined? Would verbal permission suffice, or does it have to be express written permission? If the latter, how can you get the celebrity to sign something if you can’t approach them? What about photographs taken with telephoto lenses which allow clear images to be taken in excess of 20 feet – would photographers need permission to take those pictures too?

      There’s a lot of detail in your “simple fix” that seems to be lacking if we are to seriously consider your suggestion.
