I’m curious how many people and dogs there were. If the vehicle couldn’t accommodate the group, this would be like arresting an Uber driver who couldn’t accommodate larger hardware like a scooter or wheelchair.

He didn’t claim he didn’t have room, he said he doesn’t take dogs, and when told they were service dogs said he didn’t care. Even if he claimed it was because of space he could have offered to take some people. He should be fined, as should Uber.

I can associate with him not wanting to take dogs/animals in his car, but when it was explained it was a service dog he should have reconsidered instead of saying he didn’t care. After-all he is in a job that provides people with a service. All people. He just happened to have a dog for his eyes. A courtesy call to get another driver to help accommodate the person with the dog could have been an option as well.
