I applaud the state of Oregon for commissioning the study, but I hate reports that simply come to the conclusion:
“(insert your state here) is woefully unprepared for (insert type of natural disaster here). A similar event occurred (enter date hundreds of years ago), and another event is likely to occur in the future.”
If the goal is preparation/mitigation, then these types of conclusions help no one. Tax payers are never going to get on board with allocating tax dollars to stabilize infrastructure for a potential disaster that hasn’t happened in hundreds/thousands of years.
