    Great — instead of knowing that the drunks will be on the road at 2 a.m., any early birds will now have to worry about those 4 a.m. drunks on the road.

    It works in cities like NYC and Vegas because hardly anyone drives there. Unless mass transit is easily available to the masses, I think this is a bad idea. No DD is going to want to stay up to 4 am sober.
