After 9/11, the San Onore Unit 3 Root Cause Evaluations are the most fabricated documents produced by SCE & Mitsubishi in commercial nuclear power history. The San Onofre SCE Leadership was nominated to solve the Unit 3 tube leak problem. SCE and Mitsubishi were warned by several parties that San Onofre Unit 3 Tube Leak Evaluation was incorrect. NRC ASLB stated in its May 2013 ruling that Unit 3 Tube Leak Evaluation was incorrect and told SCE to fix it. Instead of fixing, SCE decided to shutdown San Onofre Units 2 & 3 in June 2013 on fake reasons.
The record is clear that SCE wasted $400 Million in hiring Global Consultants to determine the cause of Tube-to-Tube Wear in San Onofre Unit 3. They failed because they did not know that SCE was operating San Onofre Unit 3 differently than Unit 2. They were under the assumption that the operating conditions in Units 2 & 3 were exactly the same or similar. The operating conditions in Unit 3 were much more severe than Unit 2. Based on expert analysis, this difference in operating conditions between Units 2 & 3 caused the difference in damages between Units 2 & 3.
