TD Insurance Inc. in South Portland, Maine, has hired Leah K. Halsey as an account executive in employee benefits. She is responsible for working with employers throughout northern New England to design, implement and manage their various employee benefit programs.

Massachusetts-based insurer The Hanover has named Ellen M. Rizzo as chief financial officer of its property and casualty business. In this role, she will have financial oversight of The Hanover’s personal lines, commercial lines and claims organizations. She joins The Hanover from Travelers, where she served as senior vice president and chief financial officer of business insurance since 1999.

CNA has appointed two vice presidents in its Parsippany, N.J. and Philadelphia branches. Scott Simonson will be vice president in Parsippany. He has 17 years of insurance experience, and previously served as regional vice president for The Hartford in its Ohio and Indiana region. Robert Ivey will be vice president in the Philadelphia branch. He has more than two decades of insurance experience. Most recently, he served as regional vice president for The Hartford’s Pennsylvania region.

In addition, CNA also appointed Jamie Gibbins as commercial underwriting officer. She began her insurance career at Kemper and moved into roles of increasing responsibility, including serving as CNA’s Philadelphia branch manager for the past three years. She will be based in Washington, D.C.

New York-based insurer Kingstone Cos. has extended the employment contract with Barry Goldstein, its president and CEO since 2001. Goldstein oversaw the acquisition of the Commercial Mutual Insurance Co. (CMIC) in 2006 as well as the successful conversion of CMIC into a stock company.

ACE USA, the U.S.-based retail operating division of the ACE Group, appointed David Zelickman as senior vice president and branch manager, Northeast Region. He will be based in Boston. With nearly 25 years of experience in the insurance industry, Zelickman most recently served as senior vice president, ACE Risk Management. He joined ACE in October 2000 as part of the Boston branch’s National Account Underwriting Unit.

Thomas E. Riley has been promoted to chief acquisitions officer for Brown & Brown Inc. and will assume responsibility for mergers and acquisitions activity of the company and its subsidiaries, and for the supervision of the personnel within the company who work on acquisition matters. He will also continue as regional president for South Florida and northeastern U.S. territories in addition to his new responsibilities.

Pennsylvania-based risk management firm PMA Cos. has hired Sandy Wood as assistant vice president for product management, Managed Care Services. Wood’s responsibilities include leading the design, development, implementation and evaluation of the PMA Cos.’ workers’ compensation medical management programs, including utilization management, case management, peer review and catastrophic management.

The National Association of Professional Insurance Agents (PIA) named Timothy G. Russell of Sandy Hook, Conn., as the 2010 Professional Agent of the Year and Jennifer A. Tahaney of The Seltzer Group in Schuylkill Haven, Pa., as the 2010 PIA National Customer Service Representative of the Year.

Pennsylvania-based GUARD Insurance Group has promoted Tom Denis to vice president of property and casualty and Dave Simmons to vice president of regional sales. Denis will ensure the systems, coverages, pricing and distribution are in place to support GUARD’s P/C offerings. He joined GUARD in 2000 and has served in a variety of marketing and underwriting supervisory roles. Simmons will oversee sales and marketing activities related to GUARD’s workers’ compensation product and will be responsible for field operations and home office sales as well as loss control. He joined GUARD in 2009.
