Rating factors include extremely strong consolidated capitalization at year-end 1999, partially offset by marginal group operating performance.
The “BBBpi” FSR of Western Protectors Ins. Co., which is licensed in Oregon, Idaho and Washington, was also affirmed by S&P. The company writes mainly private passenger auto and homeowners.
