    It is extremely naive to believe that after three years of “good luck” an habitually poor driver with multiple violations would become a candidate to be written voluntarily by any Company. It always comes back to adequate rates and until there is adequacy in urban areas and for high risk operators the Commonwealth can re-shuffle the deck as many times as they please, but the results will remain the same.

    Any driver should be able to be written in the voluntary market regardless of driving record. They need to do something to attract more companies to the state.
