In a non-scientific poll conducted a few years back results indicated that otherwise law-abiding, tax-paying, hands-over-their-hearts-patriots felt that it would be OK, in fact justified, to pad insurancce claims to cover deductibles. Insurance Fraud….deemed acceptable for a majority of USA citizens. Having said all that, it could just be that a reward was offered/accepted to roommate in exchange for information leading to a conviction. That’s what you get for forgetting to clean up after yourself – no fury like a roommate scorned.
