I don’t get it. All that money spent in rehabbing the entire boardwalk area, and no thought given to mandatory sprinkler systems?? Seems to me that had the custard shop been so equipped, this whole thing could have been cut off at the inception. Now these poor folks have to rebuild yet again, assuming they have time element coverage or reserves of cash sitting around after Sandy.
Perhaps they waived or delayed the building codes so that the businesses could be back in operation before peak tourist season – something that happened in Branson Missouri after the Feb 29th, 2012 tornado went through.
Money should be no problem. Gov. Christie just found $12 Million to hold a special election rather than have one election for everyone. And I’m sure his buddy Barack will find some cash too.

It looks like it started under the boardwalk by videos posted on youTube. Sprinklers would have not helped in my opinion.
