Why? Because there has been one or a few accidents? Yet, tiny little bicycles that people can barely see are allowed? I’d rather at least see a tank. Maybe mopeds shouldn’t be allowed?

Maybe the duck boats should have driverless technology so they can “see” better. That way the duck boats, mopeds, pedestrians and bicyclists can all share the road.
The driver of the duck boat had a poor MVR. “The driving record includes 10 speeding violations, one accident, and several more minor violations over a 22-year period. In all, 38 incidents are listed dating back to 1994.”
I do not have particular expertise, but I would have thought that licensing an individual to drive a duck boat carrying, what, dozens of people, would be a bit more rigorous.
Any commercial enterprise using vehicles for livery should scrutinize drivers records before putting them behind the wheel. If the MVR is bad, they don’t drive. My guess is this will be a large settlement and into the Umbrella if they have one.
