    Soon you will have to strike off one advantage of driving a fuel efficient car… less gas used = less tax paid.

    I think some of this is just redundant. Why not just stick with punishment based on outcome and let drivers make their own decisions? Forget banning cell phones, eating, farding, etc., while driving. Let\’s just set the fine at $1000 per 1/4 mile backup on highways and a flat rate for non-highways. If you want to drive while doing something else, then it is your financial risk.
