He also seems to know the very important difference between the limited authorities granted to the federal government via the U.S. Constitution and authorities/powers available to him as governor via the Wisconsin constitution. Resisting an overreach by the federal government (or, simply, just a very bad idea) in the form of Obamacare and then taking action within his authority as the Wisconsin governor is not, in any way, a turnabout.
