Raises an interesting point. There\’ lots of routine activity in our ports that is under the radar, i.e. fishing vessels & yachting. Priacy is an issue. A terrorist using piracy techniques could take over a vessel and sail right into any harbor. Look at the USS Cole – it was a small fishing vessel that sunk this ship.
