They’ve just created an incentive for the whack jobs out there to target houses of worship and make money. Anytime you publicize that money is available for this type of behavior there will be some takers. Look what’s happening with the Somalian “pirates”. They are being paid huge ransoms and hijackings are increasing. You don’t negotiate with pirates and kidnappers; you hunt them down and eliminate them.
