I and my counterparts in first response are all properly trained to deal with any disaster that may occur. Our OEM at the local, County and State levels are also properly trained and prepared. The system is designed to run outside the political spectrumand the only function they have is implementing the appropriate annex for the emergency at hand; if they fail to do so, the system will function without them.
I would recommend to Director Fugate that he take the classes we in the fire service, public works, highway department and police all have in NIMS and IMS if he intends to be effective.
