Russia and China are both behind it and they are searching for information in order to put themselves at an advantage and posistion to wage war against the US and it’s allies.
I don’t know about their planning to wage a hot “war” but I do know that neither country has any real investment in R & D, and rely on stealing what others have done instead. Put it this way, they are our neighbors who like to peak into our windows and over the backyard walls/fences. If they find something worthwhile, they will take it but if not, they have the advantage of knowing, which they did not prior to the hacking. This will then be used to wage “economic” war, not by competing with our markets but rather to control the pricing to their advantage. Hope we are doing the same hacking too. I know Israel is doing it….
