Whether that is a military crash or a civilian crash, there will be regulations once someone is harmed. Nothing seems to provoke action in Congress (the opposite of progress) like a loss of life. They will act self righteous and indignant as they “protect” the public from drones. They could act now, but proactive would be progress.
