For proof of insurance, use your PIF policy number and an internet connection to your insurers’ website (at home, in an office building, on an application online or on paper, etc.).
If you place a removable sticker with the ins. co. & pol. # on your drivers license, it would suffice as POI if a police officer stops you on a traffic violation. Hand the officer your license card and he/ she has all the info needed to identify you and your coverage via radio/ wifi in their car.

I REALLY hope you’re not giving this advice to anyone in real life because that is NOT acceptable as Proof of Insurance, even if the officer calls the carrier to verify coverage (which assumes the accident didn’t happen on the weekend, or on a holiday, or say after 8PM when the offices have closed for the day).
The point of blockchain is not to simply show proof of insurance but rather verify that insurance actually exists. Blockchain–the same technology utilized by bitcoin, ethereum etc–using a ledger system which makes it almost impossible to fraudulently change the information. Blockchain technology is not used to “show” insurance, but rather to verify that the insurance is, or is not in force. Basically blockchain will help eliminate insurance fraud and using fake id cards. If you utilize blockchain as the only way to obtain insurance proof, then you are essentially guaranteeing that only factual information will be used.

My state and many others already have mandated reporting. The cops or state just look you up in an app.
