I agree stricter standards are necessary as driving while intoxicated (be it from alcohol, marijuana, opioids, et al) is extremely dangerous and should never be done. That said, I have yet to see a test for marijuana impairment that can place the time at which a person had consumed the drug. Usually the best tests can come up with is “they have it in their system” which could mean from 5 minutes ago or 25 hours ago. BAL is great for alcohol testing, but I don’t think anyone has come up with a way to legally determine if someone was high at the time they were pulled over or if they were actually sober and just had it in their system. The biggest issue with creating stricter standards is if we can’t come up with legally defensible standards in the first place.
