This follows a pattern of regulatory changes by the Trump Administration that are beneficial by removal, reduction, or changes to existing regulations to make them less onerous to businesses.. or addition of regulatory oversight for issues that matter; e.g. safety and cost efficiency.
Why didn’t the prior POTUS’s Administration make such changes? Several hundred people might not have died if it did.
