    The irony here is that if any government entity should be held liable, it is Harris County and the City of Houston. The city’s laughable zoning laws allowed private developers to build houses and businesses on 100 year flood plains. The entire system is a racket. Here is an idea: don’t allow developers to build on the land in question because it serves as a release valve for the dam (too late). Houston is the poster child for terrible community planning and development. If you have never done this, simply google “strange Houston zoning laws pictures.”
