I have been in the commercial insurance industry for over 50 years and I know of no insurance carrier that will insure a driver under 18. Who is going to insure these teenagers?
Typical legislator making laws about a subject they know nothing about. No insurance company is going to insure someone that young. I have enough problems placing someone with less than 2 years CDL experience who are over 25 years old.
