I would think that the bigger reason is distracted driving and too many people driving while texting and posting on social media. And as the article stated, Texas has yet to ban that.
The Millennials were texting while walking or playing Pokémon Go while walking. An inherently dangerous activity.

Risk, there are many cities that have already passed ordinances against texting while driving and some heavy fines are being given as a result.
