What a good idea, make the regulatory overhead so severe that no one but giant businesses already solidly invested into addictive drugs will be both willing and able to enter the market. Brilliant!

So, the commission is basically over ruling the vote of the people by ensuring no one (other than the drug cartels) will be able to pay their outrageous fees. They should follow Colorado… they were able to collect so much tax on marijuana sales, they collected more money than they needed and had to return some to residents.
