It is nice to see that the Corps of Engineers is designing a protection plan for Houston and other areas of the Texas Coast, but why should all US Taxpayers be expected to fund a State specific risk mitigation program. Businesses, Industry and residents built in the Galveston, Houston and Texas Coast areas full well knowing the Hurricane and flood potential. If the Corps’ project is created, it should be funded by those in the geographic area. Perhaps Federal loans to regional taxing districts could be used, but the financial burden should rest with the beneficiaries.
