A better question is “How is 2 out of 100 considered ‘poor’?” What condition does a bridge have to be in to be considered Critical?
They probably scored the remains of the I-35W bridge as a 1 out of 100 becuase “some of the cement slabs stayed intact enough that someone who could jump 10′ could make it across the river using the chunks as stepping stones”.
If you HAVE been to Hatteras Island you know the curved bridge is actually 83′ high where it spans the navigation channel of the very rough seas of Oregon Inlet.
If you’ve ever been to Hatteras you know it’s flat as a board. This bridge can’t be more than 3′ above the ground.

How stupid could you be to NOT use your seatbelt?
What a lie!
Is anyone really that stupid?
Wouldnt you need it to withstand the collapse of the bridge?
