I think SCOTUS wrote the headline for this article. It states that Citizens’ approves rate decreases for most insureds, but the first line of the article says “Citizens Property Insurance Corporation’s Board of Governors has approved a 2016 rate package that lowers rates for nearly half of Citizens’ personal lines policyholders” Since when does less than half equal most???
