I think it’s baloney to out of the blue revoke someone’s drivers license for a fine some knew nothing about. This man served his time, but now owes $12,000.00 that he can’t possibly pay? Absurd.
Not to speculate too much on this man’s reason for incarceration, but if it is linked to this $12k figure, he certainly was advised by the sentencing judge and/or his attorney of his responsibilities in his conviction. I’m sure a simple public index search would clear all of this up (if it is part of his prior sentencing).
He served his time, but what for? perhaps part of his sentence was to pay back 12,000 in damages. Now the party he owes restitution to may get paid. Maybe not so absurd after all.
A letter to each individual with some lead time to make things right and avoid suspension would be good.
The downside is there are a group of people (admit it, we all know someone) who sat to _____ with, won’t pay up and will drive anyway with no license, insurance and maybe registration.
Not a bad idea.
That will teach them to toss that ticket in the glove compartment and never do anything about it. No personal responsibility.

“Do the crime, do the time” sometimes includes restitution.
