It does sound misleading to me. Not much is limited. We seem to have a lot of things on the ballot these days where the title is very misleading. Most, however are tax increases. Things like “for the building and repair of highways,” or “for education,” when maybe 1/10 will be earmarked that way.
If we want to legalize marijuana, lets call it what it is.
