A joint investigation by the California Department of Insurance (CDI), Criminal Investigations Branch and the Kings County District Attorney’s Office lead to the arrest of Jesse Mendoza. Mendoza was arrested on a felony warrant while serving a jail sentence at the La Paz County Jail in Parker, Arizona. He is charged with one felony count of grand theft and one felony count of embezzlement. He remains in custody in La Paz County Jail in lieu of $100,000 bail.
Mendoza is a former insurance agent who owned and operated the South San Joaquin Insurance Agency in Delano, Calif. In 1996, Mendoza reportedly sold a workers’ compensation insurance policy to the Munoz Farm Labor Contracting Company and personally collected the premiums. In October of 1996, Mendoza allegedly began diverting the premiums from the policy for his personal use.
The investigation revealed Mendoza reportedly continued collecting the workers’ compensation insurance premiums from the Munoz Farm Labor Contracting Company until June 2000 and allegedly diverted a total of $13,718 in insurance premiums. In 1999, Mendoza was the subject of a CDI investigation for diversion of funds collected for insurance premiums.
That investigation resulted in the revocation of his license to sell insurance in April of 2000. In November of 2000, Mendoza pled guilty to one felony count of grand theft in the Kern County Superior Court. He subsequently pled guilty to one felony count of grand theft in La Paz County, Arizona for the diversion of insurance premiums.
