This is a great first step. Now, how does the state find these law breakers and stop them from logging uninsured miles? Step two needs to be a fool-proof way to disable the vehicle from being driven until properly insured. Any ideas?
If you get caught without insurance, the officer should be able to have your vehicle impounded as it is being driven illegally. The person then should have to get insurance and pay for the towing and storage fees. This would teach him/her a lesson on driving uninsured.
