I am not a rancher, but a biologist. My informal observation has been that the sparse rains have favored the growth of weeds rather than grass. I have several times noticed areas of desert in South New Mexico this year that evidently received scattered showers which were green with low-growing weeds, but little or no grass.

So the satellite greenness index appears to be misleading with respect to availability of forage.

The insurance is trying to cheat here! I worked in insurance for 7 years and ANY TIME they have to pay out a claim, they wiggle & squirm around looking for loop holes in the wording where they do not have to pay! This has wrong written all over it.
