The title of this article is a bit misleading. The jury found CalTrans 15% liable and placed 85% liability on the driver who made the left turn. Also, it appears the jury finding was based on a single complaint about the intersection at issue and that complaint was made a year and a half prior to the accident. I would think if the intersection was so dangerous that CalTrans should have fixed it that there would be more evidence than a single complaint.
