It is my understanding that in Hawaii, the Native Hawaiian movement also prints license plates. The State of Hawaii, although not officially recognizing it, doesn’t punish those that do not register their vehicle with the state.
So……..he argues his case in English, the highway signs are in English, his auto insurance policy is in English (assuming he has one) and he admits to occasionally speaking Hawaiian?
I’m guessing he choses to speak Hawaiian when its convenient as well as to make waves with the DMV. It boils down to one thing: you want to drive legally? Take the test as is like everyone else.
I understand the desire to keep the language alive but seriously? Does he not vote if the ballot isn’t in Hawaiian? Does he not buy property becaus the contract isn’t in Hawaiian?

It’s time our country adopted a national language. I vote for English.
