Seriously??? Because the tree was near power lines? What does that have to do with PG&E causing the tree to fall – other than they have deeper pockets to go after?
Utilities with lines have a right of way and obligation to monitor and maintain growth near their lines. The questions mainly are whether or not the Utility failed to maintain growth and contributed to a hazard with maintenance of the lines or if they prohibited or discouraged maintenance by the landowner vis a vie their right of way. In this case, it would difficult to prove negligence by the Utility but the counselors and campers are invitees, likely paying to be on the property, hence a heightened duty by all parties involved.
Ironically, if I were investing this I would look early for negligence on part of the counselor for not inspecting the area.
It is likely just an unfortunate accident but where there is a duty there is an obligation to investigate. Perhaps, work comp?

Oaks are protected species in CA. Requires filings, etc to trim or remove. This is a sue and settlement filing.
