Maybe that was his retirement plan all along. Live life to the fullest and when he got to retirement age, retire with no money left, having enjoyed life to the fullest. Then let the taxpayer pay for three meals a day, TV, rec time, with a nice warm(or cool) roof over his head. Might not be a bad deal. Doesn’t even have to cook now. Plus he doesn’t have to worry about medicare or secondary insurance. He might be onto something here.
