Uber ignored regulations when they started. They lied stating they were not a Transportation Company. They lied to their drivers regarding Auto Liability Insurance Coverage and induced their drivers to lie to their personal auto insurers. They lied to their drivers regarding pay, tips, workers compensation insurance, etc.

The company is built on a foundation of lies.

In the case of California, what was done? Almost nothing.

California most likely will do noting unless someone is killed or seriously injured.
