Seems like its generally a bad idea to pay ransom. For this school, it only serves to be an advertisement to others to hack them again knowing that they were willing to pay ransom in the 1st place.
It would seem to set a better precedent by refusing to pay even if the cost to get around the malware costs is much higher-not too dissimilar to the mob-once you start paying then protection it never ends but gets worse as time goes on.
Find out where they are and impose sanctions on the countries that harbor these pirates until they are found, prosecuted and imprisoned.
