She was a passenger in the car? The article does not say how long she had been accompanying (presumably drinking also) and \either she did not notice her friend was drinking and driving? Sounds to me like she should be suing herself for not taking his car keys away. At the very least refusing to get in the car with him.
Personal responsibility? If the strangers working in the bar weren’t aware, or cared, that he was drunk as his friend SHE knew. Call a friend, family member, cab, UBER, take a bus. Don’t get in his car and then blame the bars.

The best way to go is to stay home and drink. I don’t go to bars or clubs anymore as the thought of a DUI scares the heck out of me!
