That’s dockless scooters, my current-events-challenged friend. These are short-term rental scooters like Lime or Bird that don’t have to be returned to a specific location and can be left anywhere, and usually are. They end up littering sidewalks and entryways and causing a nuisance because the user has no vested interest in them or responsibility for them.
The issue is not students, but rather irresponsible vendors operating on campus without permission.
