Then you just give some money for a frat bro and get him to buy it for you. Or, you know move out of the state to get your fix.

Liquor can be a cash business, so how are you going to enforce this? Proof of ID for every single alcohol purchase, and then run it through a database? I can see it now. Formal wedding reception, going up for a beer, getting proofed, false positive, embarrassment, lawsuits, ……..

I would imagine there would be some sort of endorsement on your drivers license that states unable to purchase alcohol. Much like they do with under age drivers now. It just says you can’t purchase or drink in public. Nothing to stop your friend or spouse from purchasing alcohol and drinking at home.
Now if you really want to put hair on this what is the penalty for a second offense during the probation period? I doubt they have even gone that far down the road yet.

An endorsement on a driver license would mean shopkeepers would have to card everyone who buys alcohol.

Drinking and Driving is illegal and did that crime.
Do you think telling them not to drink will work, I mean really?

Also the repeat offenders is common in Hawaii because the punishment is not extreme.

Only solution: 3 yrs. in prison or a weekly testing of alcohol at their expense and if they fail its 3 yrs. in prison.

When your on an island things are different, and you know this wont work. So toughen up the punishment if you want success.
